New Rules for Cars in China! Foreigners Must Know!

On September 10th, the Ministry of Public Security held a press conference in Beijing, and issued six new measures, which were in five aspects:

1. Registration of motor vehicles;
2. The handling of traffic violations by car rental;
3. Full score and examination education through the Internet;
4. Navigation tips for traffic accident-prone points nationwide;
5. Travel facilitation measures for temporary entry vehicle personnel.

The implementation will be officially launched nationwide from September 20th 2019.

These new measures announced, include three offline convenient services and three online traffic management services, which play an important role on public security in regard to traffic control.

Among these new measures, there are 6 regulations that are closely related to expats on temporary entry vehicle, which are as follows:

New Regulations Related to Expats

1. Simplify the application procedure for temporary driving permits. If you want to apply for a temporary driving permit for small cars and motorcycles, thus you can apply directly with your entry and exit identity cards, overseas driving licenses and their Chinese translation, without further physical examination or submission of physical condition certificates.

2. Extend the duration of temporary driving license. For short-term stays, temporary driving permits with a validity of 3 months may be applied for; if the stay exceeds 3 months, the validity period may be extended to 1 year.

3. Simplify the procedures for handling temporary entry vehicle licenses. For a 7-seat small non-operating minibus and motorcycles registered abroad for less than 6 years, the application for temporary entry motor vehicle license plates shall be exempted from safety and technical inspections by inspection institutions.

4. The extension of temporary entry license window services. The temporary entry motor vehicle license and temporary driving permit should be allowed to be handled at the county level, thus, all the formalities can be dealt with at once.

5. Electronic license plates for temporary entry vehicles should be piloted. Where Hong Kong and Macao motor vehicles pass through the Hong Kong-Zhuhai-Macao Bridge, Macao motor vehicles enter Hengqin New District of Zhuhai City, and Taiwan motor vehicles enter Pingtan Comprehensive Experimental Zone, the electronic temporary entry vehicle license should be issued, which is valid for one year.

6. Relax the age of Hong Kong, Macao and Taiwan residents to obtain driving licenses for large and medium-sized passenger and freight cars. While those drivers in the Mainland, the age of application for renewal of the driving license shall be extended from 50 to 60 years old.
