On September 17th, Mr. Zheng, Deputy Chief of Intelligence Introduction Service Section of Haikou Foreign Experts Bureau, introduced Hainan's preferential policies and periodic achievements for foreigners.


It is reported that as of June this year, nearly 900 foreigners have registered in Haikou, and are involved education, tourism, high-tech industries and more. For the high-end foreign talents of Category A, the Bureau has opened a green channel, which can process applications and audit (after receiving the materials), in as soon as one hour.

The Hainan Bureau of Foreign Experts has delegated the pre-examination authority of foreigners' work permits to industrial parks to facilitate employment and entrepreneurship of foreigners. If part of the materials used by foreigners to apply for work permits are not completed in time, they may still apply as long as they promise to finish them at a later date.



In August 2019, the Hainan Provincial Public Security Bureau optimized the national policy of introducing talents to create an efficient and convenient environment for foreigners to enter and stay, which mainly includes:


  • Providing port visa entry, long-term valid visa and residence permit facilities for foreigners who come to Hainan to study, do business and work;


  • Issue visas or residence permits valid for 2-5 years to foreign high-level talents, their working teams and assistants who are invited to China by key domestic universities, scientific research institutes and well-known enterprises to engage in technical cooperation, economic and trade activities and work in China.


  • Provide residence facilities for foreign technical and skilled personnel working in key industries including tourism, high-efficiency agriculture with tropical characteristics, medical health, high-tech education, culture and sports.



Sergio from London, UK, graduated from University of West London and found a job in Hainan a week ago. He said that he had just come to Hainan, so there were language barriers, but he was optimistic about Hainan's development prospects. "Hainan's internationalization has just started, so it has great potential for development, which will attract more foreigners to do business or work in the future."

"We plan to recruit 20 foreigners to fill management and service positions. We hope that the arrival of these talents will provide better service for foreign tourists and promote the service concept of local staff." Said Mr. Chen, the Executive General Manager of a local Luxury Hotel.

It is understood that with the construction and internationalization of Hainan Free Trade Zone (Port), is attracting high-end talents from home and abroad to work in Hainan through policies of "Introducing Overseas High-level Talents Plan" and "Action Plan for Millions of Talents to Hainan".
