On March 11, 2026, authorities in Liangzihu District, Ezhou, Hubei Province, issued an administrative penalty against a man surnamed Xu.

According to the administrative penalty decision, the investigation found that on March 8, 2026, at approximately 5:00 PM, Xu was at his home when he engaged in the incident.
Specifically, Xu used an Honor *** Pro mobile phone to establish an international connection via the "Clash" software. He used this unauthorized connection to browse and use the overseas applications "TikTok" and "X" (formerly Twitter). The authorities confirmed these facts through evidence that included Xu's inquiry records and screenshots of the software found on his device.
The act was officially classified as "conducting international networking without approval." Under Articles 6 and 14 of the Provisions of the People's Republic of China on the Administration of International Networking of Computer Information Networks, the following penalties were decided:
Official Warning: A formal notice of the violation.
Administrative Fine: A fine of 200 RMB.
Order to Disconnect: The individual was ordered to stop using the unauthorized networking tools immediately.
Xu was instructed to pay the fine at a local bank within 15 days. The document also noted that he has the right to apply for administrative reconsideration within 60 days or file a lawsuit within six months if he disagrees with the decision.
