Doctors in SZ Can't Apply for PR Card Any More?
There has recently been news saying that Shenzhen has tightened the application policy for China's Permanent Residence Card, claiming that foreign doctors are no longer eligible to apply for it. This information is inaccurate.
Foreign doctors are still able to apply for the Permanent Residence Card, but the requirements have indeed been raised.Previously, the policy allowed applications as long as one had a doctoral degree and was employed by a Shenzhen enterprise. Now, the policy has been revised to: a doctoral degree+ employed by a Shenzhen enterprise with a labor contract of more than two years. Detailed information is as follows:
*Application Requirements (must be met simultaneously):
1. Educational qualification: Doctoral degree or above (need to be authenticated);
2. Work qualifications:
- Hold a valid Foreigners' Work Permit;
- Hold a work-related residence permit issued by Shenzhen Exit-Entry Administration and be actually on the job;
- Sign a labor contract with the same enterprise for at least two years.
* Please note:
1. To prove the applicant's employment status, in addition to providing their own Work Permit and personal income tax payment certificate, the employer must also provide a copy of the company's business license + enterprise annual inspection certificate + other materials (foreign-invested enterprises must provide the Approval Certificate for Foreign-Invested Enterprises or the filing receipt), and issue a certificate of employment for the applicant.
2. Currently, postdoctoral fellows cannot apply under this "doctoral degree" application channel.
3. Applicants need to sign a labor contract with their employer for at least two years.
4. Spouses and children under 18 years of age can apply simultaneously!

1. Shenzhen Municipal Public Security Bureau Exit-Entry Administration is responsible for accepting applications and issuing certificates.
2. Guangdong Provincial Public Security Department is responsible for review.
3. Ministry of Public Security of the People's Republic of China is responsible for approval and card production.
