The Suzhou Traffic Police Department has issued a detailed guide for foreign nationals seeking to apply for a beginner's driver's license in China.

Below are the key points:

1. How Can Foreign Nationals Apply for a Beginner's Driver's License?

According to the Regulations on the Application and Use of Motor Vehicle Driver's Licenses, the required identity documents vary by applicant type:

(1)Hong Kong & Macau Residents:

①　Mainland residence permit for Hong Kong/Macau residents; or

②　Travel permit to the Chinese mainland (issued by authorities) + accommodation registration certificate.

(2)Taiwan Residents:

①　Mainland residence permit for Taiwan residents; or

②　5-year Taiwan Compatriot Permit (or travel document from the Ministry of Foreign Affairs) + accommodation registration certificate.

(3)Overseas Chinese:

Valid Chinese passport + accommodation registration certificate.

(4)Foreign Nationals:

①　Valid passport (or international travel document) + visa/residence permit (valid for ≥3 months) + accommodation registration certificate; or

②　Foreign Permanent Resident ID Card.

(5)Diplomats/International Organization Staff:

Valid ID issued by China's Ministry of Foreign Affairs.

Application Process:

Foreign applicants must submit the required documents to a local driving school. However, those applying for a motorcycle license or a Category C license (meeting direct-test eligibility) may apply at the Vehicle Management Office.

2. Where Can Foreign Applicants Complete the Medical Exam?

Eligible hospitals can be found via the "12123" app under "Driver's License Medical Check Facilities."

3. Can Foreign Applicants Bring Translators for Exams?

No. However, non-Chinese speakers taking the car license test may opt for exams in English, French, or Russian.
