Province Launches 2025 Foreign High-Level Talent Recognition

  Sichuan Province has released a notice regarding the recognition process for foreign high-level talents in 2025.

1. Eligibility Criteria

Foreign professionals who are employed by enterprises, public institutions, or social organizations in Sichuan Province, or have established businesses registered and taxed in the province, and have made significant contributions to the local economic and social development, are eligible to apply. Candidates must meet the conditions outlined in the "Administrative Measures for the Recognition of Foreign High-Level Talents in Sichuan Province."

2. Recognition Categories

The recognition process classifies foreign high-level talents into three categories: A1, A2, and A3.

3. Application Procedures

Applicants must submit their application materials to their employer, which will review and compile the materials before forwarding them to the recommending institution.

The recommending institution will review and stamp the documents before submitting them to the Sichuan Provincial Department of Science and Technology (Provincial Administration for Foreign Experts Affairs).

The Department of Science and Technology (Provincial Administration for Foreign Experts Affairs) will organize experts to evaluate and recognize the applications.

The municipal and prefectural science and technology bureaus, along with relevant provincial departments, are responsible for recommending eligible foreign talents within their jurisdictions. Centrally-administered institutions, provincial universities, research institutes, and enterprises in Sichuan can directly recommend qualified candidates to the Department of Science and Technology (Provincial Administration for Foreign Experts Affairs).

4. Required Application Materials

Applicants must provide the following documents:

"Summary Recommendation Form for the Recognition of Foreign High-Level Talents in Sichuan Province,"

"Recommendation Form for the Recognition of Foreign High-Level Talents in Sichuan Province,"

"Recognition Form for Foreign High-Level Talents in Sichuan Province."

A copy of a valid passport or other international travel and visa documents proving the applicant's legal identity.

Proof of meeting the recognition criteria for foreign high-level talents, including educational qualifications.

Additional documents demonstrating the applicant's achievements, such as major awards, selection for key talent programs, recognition as a distinguished foreign expert or scholar, significant professional roles, technical expertise, or special skills.

All materials must be submitted in four hard copies. The first document must include both a signed and stamped hard copy as well as a Word-format digital copy on a CD. Applicants must ensure that submitted materials are desensitized, and both applicants and their recommending institutions are responsible for the legality, authenticity, completeness, and timeliness of the provided information.

5. Application Deadline
