Foreign A&B Work Permit Inspections Begin in Province

  On July 19, the Shandong Provincial Department of Science and Technology announced upcoming compliance inspections for Class A and B work permits for foreigners in China, to be conducted throughout July 2024. 


1.Inspection Period: 
  July 2024
2.Departments Involved and Inspection Targets:
  (1)Departments Involved: 
  - Shandong Provincial Department of Science and Technology
  - Shandong Provincial Human Resources and Social Security Department
  - Shandong Provincial Public Security Department
  (2)Inspection Targets:
  Units directly stationed in Jinan by the central and provincial governments to apply for work permits for foreigners entering China, using the Shandong provincial government's joint "double random, one open" supervision platform, selected a total of 6 inspection objects.
3.Inspection Items and Content:
  (1)Science and Technology Department:
   - Focus: Compliance with Class A and B foreign work permits.
   - Content: Verifying the possession and proper use of work permits within the specified scope.
  (2)Human Resources and Social Security Department:
   - Focus: Compliance with labor regulations by employers.
   - Contents: whether the foreigner refuses to check the work permit, changes the employer without permission, changes occupation without permission, or extends the period of employment without permission; whether the foreigner and the employer forge, alter, fraudulently use, transfer, buy or sell employment permits and licences; whether the foreigner takes up employment without applying for an employment permit, or the employer employs the foreigner without a licence; whether the foreigner possesses a permit to come to China for work; whether the foreigner has a work permit for China; whether the work permit is limited in scope. whether the employer has a permit to work in China and whether it is within the scope of the work permit.
  (3)Public Security Department:
   - Focus: Compliance with work permit regulations for foreigners.
   - Content: Checking passports, international travel documents, and residence permits of foreigners.
4.Legal Basis:
  - Exit and Entry Administration Law of the People's Republic of China
  - Administrative Licensing Law of the People's Republic of China
5.Inspection Method:
  Random selection of two law enforcement officers each from the Department of Science and Technology, the Human Resources and Social Security Department, and the Public Security Department to conduct the inspections under the "Double Random, One Disclosure" system.
