According to chinanews.com, on January 7, 2020, Guangzhou Public Security Bureau announced that Guangzhou strives for foreigners to be able to apply for visa documents in all districts of the city in 2020.

Before that, Guangzhou Municipal Public Security Bureau delegated the visa acceptance authority to the entry and exit administration agencies of 7 public security bureaus in Nansha, Huangpu, Huadu, Haizhu, Tianhe, Baiyun and Panyu to facilitate foreigners to apply for visas nearby. In 2019, the above bureaus accepted 24952 visa certificates, accounting for about 40% of the city's total.

As of now, Guangzhou Public Security Bureau is promoting the decentralization of foreign visa acceptance and issuance in Yuexiu, Liwan, Zengcheng, and Conghua bureaus.

In 2019, Guangzhou Public Security Bureau and Guangzhou Science and Technology Bureau jointly set up a "One Window" service for foreign high-end talents, promoted the "one-window acceptance and processing" for foreign talents to apply for work permits and work residence permits, and made "One Errand for All Procedures" realized, issued 1815 residence permits for qualified high-level talents, with an increase of 11% comparing with 2016.

In addition, in 2019, the number of self-service entry-exit card branches in Guangzhou increased to 206, and the number of 24-hour self-service entry-exit card branches reached 163, with an increase of 690% and 1154% respectively compared with 2016. About 80% of the police stations installed self-service card equipment, covering key streets, communities, transportation hubs, universities and ports in the city. According to statistics, in 2019, 3.56 million entry-exit documents were handled by Guangzhou people using self-service card machines, accounting for more than 95% of the total number of re endorsement applications.
