Apply for Stay/Residence Permit for Infants (in Shanghai)

If you want to apply for stay or residence registration for infants (born in China), please check the following information.

I. Who can apply:

1.Both parents of the infant are foreigners;

2.One of the parents of the infant is of Chinese nationality and is citizen of Shanghai.

II. Documents required:

A.If both parents are foreigners, applicants can apply for visa or residence permit.

1. Submitting the Foreigner Visa and Residence Permit Application Form completely filled up and one recent 2-inches half-length, bareheaded and full-face photograph.

2. Submitting original and copy of both parents′ passports.

3. Submitting original and copy of infant′s Birth Certificate in China (appendix page included).

4. Original and copy of infant′s passport.

5. If one of the parents works in Shanghai, he/she should submit official application letter from the unit he/she works in.

6. Marriage certificate of parents (could be issued by government authorities such as civil affairs, public health or police department, notary public or embassy and consulate of the country of origin). If the document is issued by a foreign institution and includes an additional certificate issued by a signatory country to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (hereinafter referred to as the Convention) and is verified to be true, it is exempt from embassy or consulate authentication abroad. For non-signatory countries or documents from signatory countries not covered by the Convention, the embassy or consulate authentication procedure still applies. Non-Chinese documents require a Chinese translation issued by a qualified domestic translation institution;

Application for visa or residence permit should be submitted within 60 days after the infant was born.

B.If one of the parents is of Chinese nationality and is citizen of Shanghai, nationality examination and verification must be done first, then the infant could apply for the People′s Republic of China Exit and Entry Permit through exit-entry administration authority.

1.Submitting original and copy of infant′s Birth Certificate in China (appendix page included).

2.Original and copy of infant′s passport.

3.Father or mother′s foreign passport, original and copy of Chinese citizen ID card and Shanghai Household Registry.

4. Marriage certificate of parents (could be issued by government authorities such as civil affairs, public health or police department, notary public or embassy and consulate of the country of origin). If the document is issued by a foreign institution and includes an additional certificate issued by a signatory country to the Convention Abolishing the Requirement of Legalisation for Foreign Public Documents (hereinafter referred to as the Convention) and is verified to be true, it is exempt from embassy or consulate authentication abroad. For non-signatory countries or documents from signatory countries not covered by the Convention, the embassy or consulate authentication procedure still applies. Non-Chinese documents require a Chinese translation issued by a qualified domestic translation institution.For those who have children before marriage or marry after having children, applicants shall provide the parent-child identification report issued by the judicial expertise units in China;

5. Submitting Application of Nationality Examination and Verification form completely filled up and three 2-inches (48*33 mm) half-length, bareheaded and full-faced photographs.

Both parents must be present for the application.

Note: If exit-entry administrative organization under public security organ, as it considers necessary, requires to interview the applicant or to demand the applicant to submit other supplementary materials, however, the applicant fails to undergo the interview or submit the materials at/during the appointed time/period, the application will be deemed as cancelled, unless force majeure.

China Launches Cruise Transit Service, Reduces Customs Time 80%

On July 26, China's first international cruise transit service was officially launched in Shenzhen.

On the same day, the Shekou Cruise Center in Shenzhen formally began offering international transit services for passengers, making Shenzhen the first city in China to introduce international cruise transit services. The Shekou Border Inspection Station under the Shenzhen Border Inspection General Station optimized the processing procedures, allowing for on-site inspection of transiting passengers upon arrival, visa-free transit for foreign nationals, and enhanced convenience for Hong Kong and Macau residents boarding cruise ships.

It is reported that various cruise companies, airlines, and travel enterprises will focus on creating tailored cruise services for international transit passengers, especially those from Europe, the U.S., Australia, and other regions. These services will connect passengers to Southeast Asia, Japan, and other countries via Shenzhen.

After the launch of this international transit zone, the estimated clearance time for foreign passengers transiting through Shenzhen will be reduced by 80%, and the distance they need to travel for customs clearance will be halved. The Shekou Cruise Center is expected to unlock greater connectivity for cruise routes, enabling passengers to easily transfer and connect with different global cruise services. With a combination of frequent and flexible routes, the center will significantly expand the coverage of Shenzhen's cruise homeport, targeting key international markets. It is estimated that up to 1,200 passengers per cruise will benefit from this international transit service, with an annual transit volume expected to reach nearly 100,000 passengers, primarily from developed regions such as North America, Western Europe, Japan, South Korea, and Australia.

Country Consulate General Commends Chinese Driver’s Heroism

A Chinese bus driver's heroic actions saved 11 South Korean tourists before he tragically passed away, earning widespread praise from the South Korean Consulate General.

The South Korean Consulate General in Wuhan recently sent a letter to the city of Zhangjiajie in Central China's Hunan Province, expressing its highest respect for a bus driver who demonstrated exceptional professionalism by executing emergency measures to protect South Korean tourists in the coach at a critical moment before losing consciousness.

The letter extended deep condolences to the driver's bereaved family, reported the Zhangjiajie Daily on July 24.

The consulate stated that it learned of the incident, during which 11 South Korean tourists narrowly escaped harm in Zhangjiajie, a popular tourist destination, through local reports by the Zhangjiajie Daily, which was also covered by major South Korean TV networks and newspapers.

According to the newspaper, on the evening of June 29, Xiao Bo — the bus driver who was also a military veteran — was transporting 11 South Korean tourists and a guide back to Zhangjiajie.

As the vehicle approached the viaduct on the Zhangnan Expressway in Yongshun County, Xiao suddenly fell critically ill.

In his final moments before losing consciousness, he mustered extraordinary resolve to pull over, engage the handbrake, and secure the vehicle, ensuring the safety of the passengers onboard.

Despite three days of intensive medical efforts, Xiao succumbed to a brainstem hemorrhage and passed away on July 2.

Xiao, 41, was posthumously honored as a "Zhangjiajie Good Samaritan" by the city government, and his deed has drawn widespread acclaim, according to the report.

The letter praised his professionalism as exemplifying transnational respect for life, attributing such standards to Zhangjiajie's longstanding emphasis on tourist safety.

The consulate reaffirmed its commitment to close cooperation with Zhangjiajie authorities to enhance safety measures for South Korean visitors.

China to offer nationwide childcare subsidies

China announced on Monday a groundbreaking nationwide cash subsidy policy for parents, including those with only one child aged three or younger, an effort to help alleviate the financial pressure on families raising children and boost the country's birth rate. 

The nationwide subsidies apply retroactively from January 1, 2025, the Xinhua News Agency reported. 

It will provide annual cash payments of 3,600 yuan ($502) per year for each child under the age of three who was legally born and holds Chinese nationality. The subsidy will be paid until the child turns three. For children born before January 1, 2025 who are still under three, the subsidy will be prorated based on the number of eligible months. 

Implementing a nationwide childcare subsidy system is a brand-new public policy that affects millions of households and represents an important initiative to enhance public well-being, China's National Health Commission (NHC) said on Monday in a statement. 

According to the NHC, issuing childcare subsidies is a long-term institutional arrangement and a key measure for "investing in people," which helps foster a childbearing-friendly society and promotes high-quality population development. 

According to the NHC, the policy is expected to benefit more than 20 million families with infants and young children each year.  

The national childcare subsidy policy differs significantly from those introduced previously by local governments, most of which only provide subsidies for second and third children, excluding first children, He Yafu, an independent demographer, told the Global Times on Monday. 

The national policy, in contrast, treats first, second and third children equally, offering the same subsidy for each, which serves as the appropriate approach to encourage childbirth as China's declining birth rate has been largely due to a decrease in first-child births in recent years, according to He, who has long tracked demographic data. 


According to He Dan, director of the China Population and Development Research Center, since the subsidies are available for first, second and third children at the same standard, this achieves comprehensive support for families under the three-child policy, which reflects the policy's inclusiveness and fairness. 

According to the NHC, all localities are currently rushing to develop detailed implementation plans for the childcare subsidy system and actively preparing for its rollout. It is expected that applications for the childcare subsidy will gradually open across the country in late August. 

According to the plan, the central government will provide financial support to eastern, central, and western regions based on a proportional system and local governments may raise the subsidy standard according to their financial capacity, but the additional funds required for the increased amount must be covered by local finances. 

According to Zhu Kun, a fellow researcher from the Chinese Academy of Fiscal Sciences, childcare subsidy standards vary across developed countries, but overall, the annual subsidy per child typically accounts for between 2.4 percent and 7.2 percent of the country's per capita GDP. Based on international experience, the proportion of China's childcare subsidy relative to per capita GDP is considered reasonable, Xinhua reported. 

Through coordinated efforts between the central and local governments, a multi-level, comprehensive system of childbirth support policies can be established, Xinhua reported, citing Jiang Quanbao, a professor from the School of Labor Economics, Capital University of Economics and Business. 

Regarding the effectiveness of cash subsidies in promoting childbirth, Song Jian, deputy director of the Population Development Studies Center at Renmin University of China, said that, overall, such measures are beneficial for increasing birth rates or preventing further decline in births, despite that the impact of childcare subsidies on encouraging childbirth varies among families. 

Some experts also noted that the policy is not a "magic key" and should be integrated with policies on maternity leave, childcare services, education, and housing to form a coordinated system, Xinhua reported.
