Now, Flights & Passengers to China Will Face 3 Virus Controls

As of March 9, the Hebei provincial government announced that they have found 82 inbound passengers that traveled to several cities in the province after entering China from other provinces by air, which placed the imported cases as a major challenge for epidemic prevention and control. On March 12, in the press conference held by China Civil Aviation Administration, Zhu Tao, the spokesman, introduced strict prevention measures towards international airlines.


As per Zhu Tao, currently, the overseas epidemic situation is accelerating, the CAAC, in coordination with the local governments, customs and other departments, is focusing on Beijing Capital Airport and other airports, and strengthening international flight management from the following two aspects.



Distinguishing Risk Levels for Flights


Based on the epidemic situation of the departure place of the flight, aircraft type, passengers, passenger load, flight operation and other factors, the CAAC will classify the risk of flights into high, medium and low levels, and formulate hierarchical prevention and control measures accordingly.

Measures Towards Low-Risk Flights

For low-risk flights, passengers will undergo body temperature screening, and will wear a one-time use medical mask. Emergency isolation zones and other necessary measures will be set up to ensure the smooth flow of passengers and goods.

Measures Towards Medium-Risk Flights

On the basis of low-risk management and control measures, according to the flight itinerary, these measures shall be taken towards medium-risk flights:


  • Detect the temperature screening of passengers during the flight;

  • Make sure passengers wear medical surgical masks;

  • Improve the risk prevention and control standards of the flight;

  • Arrange the  passenger seat layout reasonably and cut down the passenger flow;


Measures Towards High-Risk Flights

Minimize the on-board service processes as much as possible, comprehensively improve the protection level of the flight crew, carry out area management for passengers, arrange for the possibly sick passengers to stay at the isolation area and inform the destination airport in a timely manner.



Cooperation is the Key


1. Strengthen Cooperation with other departments in China and build up a strong border line at Beijing Capital International Airport. In accordance with the principle of "the shortest route and the least impact", the CAAC has readjusted the international flight process in Beijing Capital International Airport, and then it has focused on flights from regions and countries where the epidemic is serious and set a special disposal area for those flights.

2. Strengthen international cooperation and share China's experience and measures in civil aviation prevention and control. In view of the outbreak of COVID-19 in South Korea, Japan and Iran, the anti-epidemic guidelines for airlines and airports issued by China shall be offered for reference to all the airlines in the world, and through the International Civil Aviation Organization (ICAO). This is so all countries and regions can take the same level of prevention and control measures and work together to prevent the cross-border spread of the epidemic.
