Start Dec 3 ： Temporary Ban on Drones and Small Aircraft

On December 1, the city of Chengdu in Sichuan Province issued a Notice on the Temporary Control of "Low, Slow, and Small" Aircraft.

1. Scope of Control

"Low, slow, and small" aircraft refer to aerial vehicles characterized by low altitude, low speed, and small radar cross-section. These include light and ultra-light airplanes (including helicopters), gliders, delta-wing aircraft, powered delta-wing aircraft, manned balloons (hot-air balloons), airships, paragliders, powered paragliders, unmanned aerial vehicles (UAVs or drones), model aircraft, unmanned free balloons, tethered balloons, and similar devices.

2. Controlled Areas and Time Period

(1)Area: The entire administrative region of Chengdu.

(2)Time Period: From 00:00 on December 3, 2025, to 24:00 on December 5, 2025.

3. Control Measures

(1)Flight Ban:

During the above-mentioned period and within the designated area, all organizations, institutions, and individuals are prohibited from operating "low, slow, and small" aircraft.

For special situations—such as medical, meteorological, police, emergency, or disaster-relief missions—operators must apply in accordance with Article 26 of the Interim Regulations on the Administration of Uncrewed Aircraft Flights and obtain approval from military and civil air-traffic control authorities before proceeding.

(2)Registration and Compliance:

Relevant industry entities and the general public are required to cooperate with civil aviation, sports, and public security departments in registering personnel and equipment related to such aircraft. All parties must strictly comply with regulations and prevent unauthorized flights.

(3)Enforcement and Penalties:

Violations—such as unauthorized operation of "low, slow, and small" aircraft or illegal tampering with drone security control systems—will be investigated and handled by military, civil aviation, and public security authorities in accordance with the law.

Offenses against the General Aviation Flight Control Regulations will be addressed by relevant departments.

Violations of public-security regulations will be penalized under the Law of the People's Republic of China on Penalties for Administration of Public Security.

Criminal acts will be subject to criminal liability.
